Why not overhead?
Probably people from Kolkatta can explain it to me better. Is that because river/sea structure?

Wouldn't overhead be easier to maintain?

The hoogly river is used by ships and trawlers and water transport is active there and hence cannot be over surface. To build another cantilever when the second hoogly bridge is having safety concerns is risky. Over the river bed would hamper drdging activities and also accelerate sedimentation. Thus the gimmic decision
