I used to pay 10 bbucks in 1989 and i pay the same now.......but i am in the Gelf

Great..u r very lucky...hahah! Even the cost rise didnt effect u after 20yrs... Any plans u have to keep for next 20yrs on your consumption of petrol at Rs.10/ltr? I recommend you to be in Venezuela where it will touch 10 by 2029.good luck..
