I completely disagree with this report. Mumbai city is 3 times smaller than Delhi but still is the financial capital. It is surrounded by water, so cannot expand like Delhi. When you talk of Delhi NCR, it includes many cities of dirrerent sates: Noida from UP, Gurgaon from Harayana. and also Ghaziabad and Faridabad cities come in Delhi NCR. Dont compare 5 cities with just Mumbai alone. Delhi is hoisting Common Wealth Games in 2010. For this it is getting lots of funds from Central Govt. This does not happen with other cities.
Still Mumbai has better work culture which matters the most. And if Navi Mumbai airport comes up within 5 years, and the 2 Navi Munbai SEzs develop, Mumbai will remain the commercial capital.
Delhi city is a state in itself. So all income collected does not got to rural areas for development. Delhi gets all the income back for its development. But cities like Mumbai and Bangalore are cities in states of Maharashtra and Karnataka. They contribute more to rural development of their respective states.
