Delhi is not commercial capital, but rape capital.

With the maximum no of rape cases and crime against women, Delhi is no doubt the rape capital of India.
Women don't dare to go out alone after 7Pm.
The Delhi govt needs to work on improving security before dreaming of becoming the commercial capital.

It is definitely not a good thing in Delhi, but overall i would say with the 60% slums,poor quality of transportation,old sewage system and above all lack of significant interest on part of state government to improve things (due to vote banks in rest of state), mumbai has a low quality of life.

Like US or for that matter any big country We should have proper distribution of development be it factories,private and public sector offices,banking,... in atleast 50 to 100 cities throughout india. This would not only reduce burden of overcrowding in big cities like mumbai,bangalore,delhi,... but also contribute to overall development .
