Dilbert classifies bosses into 4 quadrant - based on capability and evilness.
Type 1: Capable and harmless - does not exist Type 2: Incompetent and harmless - good entertainment value Type 3: Capable and evil - most dangerous type, try to redirect his evilness to coworkers Type 4: Incompetent and evil - Most managers belong to this type. That is why you need to read Dilbert to cope up with such bosses

Type 1: Capable and harmless - EXISTS !!! generally that make it so far into the top that they are direct managers for too few people.

My ex-boss belongs to "Type 4". He was not capable to do the proper review. Even he never touched the assignments what were assigned to him by customer. Now, he is onsite because he and his boss both are very good friends.
