THis may work with a good soli company with a strong HR. But in a private sector the boss is still a bully threatening that to sack his subordinate,even if the Boss is incomptetant.

No BOSS would take the blame themselves, they will find some scapegoat and put the blame on others. This is the usual practice. That could be one of the reasons (as mentioned in the article)"Very often, people don't leave companies, they leave bosses, (Anita Belani, country head, Watson Wyatt.)
