While waiving off the farmers loan is humanity it is important to find out why the farmer is unable to re-pay the loan.
Farmer takes loan to buy fertilisers/seeds/pay labour etc.
The crop fails due to floods/ drought or he is not paid enough for his produce.
Farmer defaults in payments and under pressure commits suicide. It Becomes a political issue and Govt.decides to be kind and waives off the loan. Question is the same farmer will have to again incur loans and the same cycle will happen. Govt. must address the real issue of the farmer who will happy if there is no crop failure,has irrigation,flood control systems,Ensure he gets a reasonable fair return on his produce. Govt.must give him access to markets and take him out of the money lenders clutches.Farmer will repay his loans and still make money and everybody is happy.

I appreciate the idea and it is real to look into their problems for not paying back the loans. As you paid they are misguided by money lenders & small time politicians and they are succumbed to it due to lack of knowledge and illiteracy problems. Govt must address these issues.
