If Lallu can make railway in the front seat with in 3 years, why can't he applied the same tactics to improve BIHAR?, INSPITE of his rule over there more than 10 years.

for that u have to learn economics. changing railways is different . but changing the economic cycle of a state is entierly diffrent . it takes time and true effort from all side. do u know development cycle just study it and u will get to know the exact reason for it.
