How to lead in Growth Rate?

It is the simple fundamental that which city leads the list? The city which is not in the list, which earns a lot of money but not constructed in a systematic way, which is having vast area for extension/ modification, and finally a political leader who can lead a qualifed technical and administarative team. Money? It is available in plenty now-a-days! Lalu Prasad's Railway Department success story is an example

growth can not be maintained longer without peace and security and it is the most needed thing now a days and we are not giving ratings to individual persons. we all know about bihar which has got the basic desired infrastructure facilities (Water, labour)but has not dominated well and i think that it is not necessary to remind that how long lalu ji was the C.M. of bihar. it may be that criterion which were used to determine this may be best but at the same time it might be confused.
i could not think before some time that a police station near my house in jaipur will be entitled to the best in Whole "ASIA" in which the countries like China and Japan dominates.
