why CSO is not able to give exact % of growht in first estimate itself. CSO alwys changing %. Can CSO forecast % growht for 2007-O8?

Even after reading the article if you say so..then it is dumb. Without actual figure you can only give an estimate which is what they give much like Exit Polls and then quarter by quarter it comes as close to actuals as possible
