1 million= Rs 10 Lakh.
1 Billion=1000 Million=1000*10 Lakh=10000 L=100 Crore
So, 1 B= 100 Crore.
India population is more than 1 Billion or 100 Crore.

Rs. 435 crores is indeed Rs. 4.35 Billion
