What constitutes a big plan?

Big plans? What big plans? I don't see any big plans. Not according to the article. And I am really amused and amazed by the remarks made by some here. What is it with you? Don't you crave foreign direct investment? Don't you desire more export revenues? Don't you need a strong manufacturing industry? Don't you welcome job oppourtunities? Does it matter who owns and runs the facilities so long as the business brings all the above-mentioned benefits and contributes to the state's tax collection? For god's sake, it is low-tech home appliances, not nuclear bombs, that are the products of those foreign (joint-) ventures.
