India need to bring back public flogging - of those in 'service', the rascals who shirk their duties, demand jafta and are plain uncaring - nothing a well-administered flooging won't fix. And you don't have to look very far - Singapore is well kept, clean and efficient - why? Yes, you got it - public flogging of miscreants.
