try at the nearest speedpost centre and find out the facility the postal department offers for fresh passport applicants. in my experience that is very pleasant and smooth. that is not for renewal.

What is DOC need to get Passsport. I am rented in a flat in Kolkata . Although I have my own Homne in Kolkata, bt I am not staying there. Then what is proc tp get.

Check out http://passport.nic.in/. It has a comprehensive documentation list and nearest Regional Passport office addresses.
