Regarding Builders :Buying a house

Can anyone tell me what actually stops the Govt frrm framing a Particular draft which would include (and made mandatory) all necessary points to be filled in proper detail as for the Sq ft area ,Carpet ,Builtup and Super builtup Wise, Garden area and Lobby area including passages on each floor etc.Specifications of every other accessories and amenities included as to quality and Quantity . If the Govt really wants i dont see any major hurdle in implementing it this way...or is there one?? I am sure it will be a big relief to all and where the rights of both Builders and Buyers would be protected and not every one would have to go through the Fine line etc..as it is am sure most of them buying a flat dont actually go into major details or just leave it to fate .

Mr. Pandey, you are absolutely right, if the governments have the will, all these problems can be solved very easily by making it obligatory to sign one approved standardised Sale Agreement that is equitable to both the flat buyer & the builder. This can be further backed up, by making it obligatory on the Registrar to disallow registration of any Sale Agreement which has deviations or deletions of any type, in any of the key clauses.
