Where is the benefit of a stronger rupee

If a stronger rupee benefits importers like oil companies, why are they not reducing the price of petrol/deisel and other imported commodities?

Because they are already highly subsidized. The gains from rupee rise have not yet reached the point where they wipe out the subsidy.
