There should be one thing only - CIN (consumer ID number). it should have the persons photo, PAN, PASSPORT NO,VOTER ID NO, ONE PERMANENT BANK A/C NO, sign of the consumer and finally his left thumb impression. THE mother of all mins and maxs

If this is also kept final then no worries.. so this will be the Identifier to show that you are Indian? That means once this gets approved then all the hurdles will be eliminated.
