I think you can ask the city councils in India.
We Indians have perfected the art of Waste Management and can help the Western nation on this.

Our technology for waste management is very advanced. We have vast neighbourhoods in Indian cities , which are totally free of Garbage, Sewage or Incerdibly smelling Bad air.
We Indians are so healthy because we clean up our surroundings even at the expense of keeping our homes dirty.

yeah...In India, the untreated sewage flows directly into the rivers and seas! Indian cities, esp Bombay is extremely dirty...
