All that needed to be done is to get the small things in line and the big things would naturally accumulate. The Japanese Corporate Straegy of "Kaizen" implemented by both able but never spoken of misnisters(as capable visionaries), Mr. Laloo Prasad & Mr. Nitish Kumar is an example; that shows that even the worst can outshine when given the right opportunity and responsibility. Hope their past doesnt catch up and they continue on this virtuous track towards making their state and in turn their country a better place for everyone to inhabit.
