This is a very well written article.I want to add that emargos period after Pokhran[1974 & 1998] has given an opportunity to Scientists & Engineers in strategic Departments like Atomic Energy,DRDO,ISRO etc. to do lot of original work at home.Many of these will be available even after their retirements from respective departments to the knowledge process outsourcing work at an economical cost/fees/charges. With the revival of Nuclear Energy Sector world over,India will have a good pool of experienced Human Resources.
