Why India lost Rs 256 crores

With such a headline,I thought some technical insight will be in the article, but I was for a rude shock, as some jugglery of commercial terms related to insurance had filled the article. Further, reading the views of readers, I thought that either I or other readers have not understood article.My take:
1.If 25% is the premium and govt owned company is insurer, it doesn't make any sense to get insurence for ISRO, as it is just a/c adjustment,when launch takes place in India.If launch takes place abroad and govt insurance co. is able to get reinsurance from other insurance company, why not get an insurance.
2.There has to be study of failures, but ISRO needs to given its due for success. Media is to be blamed for only highlighting failures and giving successes a cold shoulder.(with story of sucessful launch, all launches,including failed one,are given in box by media,but with failed misson, only list of failed missons is displayed.Why such discrimination?
3. Rediff should stop giving such sensational headlines to useless stories.
4. As Pvt firms are scouting for Scientists/ engineers not IAS, so salaries of technocrates should be much higher than IAS period any one listening?
