The recommendations as far as it related to Stenographers in non-secretariate/subordinate offices as it was contained in para 46.34 were not implemented in Delhi Police even after a number of representations submitted to Min of Home and Finance as well. The representations were not even sent to the specially constituted Implementation Cell of Finance Ministry (Dept of Expenditure) to oversee the implementation of 5th CPC recommendations. What is the use of constituting another commission? To increase disparities among the ranks and cadres or to decrease it. No one can cross the BABUs sitting in those ministries not even the Pay Commissions, they would do whatever they want to do.
