The reports of the Second Administrative Reforms Commission are similar to essays written by the civil service aspirants. The only hope to bring about radical changes to present ineffective bureaucratic machinery is the Sixth Pay Commission. Other than offering a higher pay package, one of the most challenging tasks of the SPC is to formulate recommendations for an outward facing and customer-focused administration capable of responding to the global challenges. Bridge the gap between the government and non-governmental sectors by creation of a senior civil services group through fair open competition among people in the age group 40-55 who can serve till 65. Retired armed forces personnel and persons working in the corporate sectors shall get ample opportunity to join the national mainstream. The senior civil servants can be appointed at decision-making levels as well as district administrators.
