In the long article only the last sentence reflects the truth. Unless parameters to measure the efficacy/ success are develpoed, all investments will be like like those in human resources for increasing secularism or social justice. The ratios of investment in defence R & D to total import bill for defence; in atomic energy to MWe generated, or contribution of Indian R & D to India's export would be good indicators. But we would like to beat around the bush until overtaken by events.
