Can ICICI insist customers what to purchase using credit card

I have an ICICI credit card of credit limit 50000 and when I used the card to purchase a mobile phone the first time it showed insufficient funds.When I enquired on the phone ICICI agent insisted that I can not purchase gold and electronics for more than 20000 and must report them for every purchase which looked absolutely ridiculus.When I asked thenm to mail thaat info / give a reference number for the conversation I was denied.Even after a prolonged conversation they suggested me to buy stuff from retail market.I thought they have crossed their limit.Dont we have freedom to purchase whatever we want on the credit card?Does bank really has an authority to say what to purchase and what not to purchase within your credit limit when I am paying taxes.Because of this hassle I got delayed on my trip to Hyderabad and which costed me an additional 1500 Rupees.When we ask them for the email address for the personal mangers / a responsible person they deny that.They dont give their direct contact number and extenion.They provide no written proof of what they are suggesting.80% of credit cards are used to purchase electronics and gold and I am forced to spend less than 2000 which is 40% of credit limit for such purchases.HOw can I escalate and make sure I get quick resolution and the reps understand what they are talking makes sense.All Indian bank agents are so unprofessional treating customers as beggers and intruding into our personal life.Can nothing be done.Are
