There is an underlying issue at play here. Resorting to "reservations to exploit Vote Banks" speaks of tremendous short-sightedness and even laziness on the part of Arjun Singh and his cohorts. He needs to work hard to make the "cake bigger" - establish more institutions to meet the exploding needs of a country that is gallopinhg at the rate of 8% pa. The votes then would be automatic. Arjun Singh is really out of sync with the "Indian Reality" as VP Singh and Manohar Joshi learnt at their cost, albeit at a cost to the country - we were all diverted.
