Well, Boeing 777 cannot ply on Delhi roads and if the traffic were smooth and hassle free, why would there be need for anything other than a Tonga.
It is because the roads cannot handle the traffic that alternate forms of transport are needed. If the high capacity buses are not going to ply on congested roads and instead on air then, it is a different issue.

It is a well compiled article. It might appear that the author is against the Metro but on deeper reading, the article emphasizes on multiple forms of transport and the threat to their development due to the big project value of metro.
