I guess a nationwide programme initiated by the government comprising seminars, lectures and colloquia should be conducted in order to reach to the public. As rightly pointed out by the author, this programme should try and educate as many people as possible as to why the 'noble', 'rural/poor-friendly' schemes and programmes carried out by the government would not prove out to be beneficirary in the end. After all in democracy its the people who get to decide the government and they get the government that they deserve.
