Remember liberalisation was not a choice. It was only previous congress regimes has suppressed this imminent global trend of this age. Even China and Russia had to embrace it. It was a no-brainer decision. It was only because of strong influence of Nehruvian socialistic thinking that it got delayed. No doubt - if Rajiv had become PM again, he would have outwardly he would have shown to implement some aspects of liberalization but not completely - as his strong-headed advisros would not have allowed him to go for full-blooded initiative
