Its not about setting rules, its about enforcing them to proper effect. Drunken drivers should get their licences cancelled and a heavy fine or imprisonment should be enforced to curb this menace.

BLAME PARENTS!!!!!!!!

no control on their kids due to both parents working
giving them to much of pocket money

freely allowing them to use the family cars with/without a licence.

no questions asked when kis come home at late hours.

parents believe every lie that is told to them my their kids.
