I have always found/observed that the employers (especially the HR Dept.) are ever ready to pay 30% hike for person joining with 2 years of experience in a different. Above that, they are always ready to give a good position to a new comer.
In contrast, they see all the unnecessary policies and kill the chances of in-house employees who already have worked for more than 2 years in the same domain/tech. Also, they don't think it's necessary to give a mere 20% hike to the existing employees.
