Perhaps the Goans like these still (consciously or subconsciously) consider themselves to be Europeans. May be they are still living before 1961 when Goa was freed.

Goan's have a culture that's a cross between the Konkan region and a distinct Portuguese culture. Just like each state in India has its own unique language and customs, the goan culture and customs were very profoundly influenced by the Portuguese. The music, culture and people are more westernised than any other state in India. Most goans find it easier to live in another country than in another state of India because of this, which is probably why they don't easily identify with being Indian. India itself would have been like Africa a mish mash of different countries if the British hadn't conquered Indian and unified all the states under a single country. The kings and sultans of the old days would never have agreed to form a united nation.

"Then there was the time I went to Chennai. There was this disco type place that allowed no single men inside UNLESS you were a fair-skinned foreigner. The others had to go upstairs and look at the crowd from a balcony above though a net".
