Ask your bank for it or go through your debit/ATM card documentation

Though i've never used debit card for petrol, but i'm not surcharged for my petrol when i use my Deutsche Bank credit card. I was once charged for surcharge by icici, but was refunded in the next statement.

most of the merchants charge this fee and the same is not refunded and the same does not reflect in the monthly statements sent by the credit card companies. This is nothing but cheating. Government has to comeout with clear policy on this and the RBI should issue strict guidelines to them. I think we can even approach consumer courts on this issue.

I always use my Bank of India debit card on Petrol Pumps and there is no charge levied by them. Vasantha Mumbai

Use Standard Chartered Titanium Card, you will get waiver for transaction fee & get cash back of 2.5%
