Check the ranking at www.usnews.com Select atleast 10 schools out 0f top 100. Make choice such as you apply to top, middle and lower ranking out of those 10 universities. GRE score is good. Good luck.

Hello Sir, Well my wife has similar credentials and has tried 2 years for a PhD and she finally got in, only because she did another MS in the US. She had got in the first time but with no aid, soshe waited one more year! The problem is that they might give you admission but no financial aid. But there are still chances of getting good aid, but that really depends on blind luck and how many international students have applied!! The problem is that funding for PhD comes from Professors and they have to pay the university (from their grants/funds) twice than they would pay for a domestic student. The best thing to do is to look for universities that offer Bio related (molecular/cellular/biochem etc) PhD programs and contact the professors directly (from their univ websites) and find out if they are willing to fund, and if you get a positive response go ahead and apply. But please remember that PhD is a totally different beast compared to MS. It's much more expensive and longer. Good luck to her. She definitely has a fighting chance. -Sam

your daughters credentials are great and she has a very good chance of getting financial aid. I will suggest you to refer usnew.com, buy an account there and doa detailed research there in biochemistry major.
