I would strongly recommend preparing well and appearing for GMAT again and aim for score in range of 650-700, although statistics prove rare chances of score improvement beyond previous+30. It makes hell lot of difference, which university you attend in US. you should first decide which specialization you wanna pursue rather then aimlessly targetting some low ranked university only based on low fee, and then find out good/ok/best universities in that field (depending on your GMAT) through www.usnews.com rankings. Try Texas A&M, ASU, Washington state, these universities provide many assistantships for MBAs and fee comes down to around 22-25K range. Don't worry about fee if you have thought this far fee never will be a constraint, take bank loan, work part time, (take risk- no risk no gain), but above all be clear in what you wanna be five year down the line. All the best.

You can work on J2 visa, but you have to apply for work permit. Once your permit is approved you can work.

You can work with 15yrs education, if your h1b gets approved. 15yrs criteria can be waived off, if you have more than 3yrs+ exp.
