criminology/criminal justice in USA

i am planning to do my criminology/criminal justice masters in US.i am planning to come there soon. so i want to know if universities accept a student with 15 years of education or is a degree enough? because some colleges said a degree is enough but some are particular.
i also want to know if staying in college campus is more affordable or an apartment is cheap.
usually what is the fees like for the first year and the second?
what is the easiest way to get a citizenship. please do advice.
because i want to apply there for a Govt job as soon as i finish my studies.
how are the job opportunities in this field?
which are the best colleges to do this course?
what is the ideal score for GRE to get a scholarship?

no good university accepts 3 yrs degree.
