Depends on your visa. If you are on J1- your spouse will be on J2 and she is eligible to work with work authorization from USCIS. If you are on F1 - your spouse will be on F2 and she is ineligible to work in the US.

If an employer can sponsor her H1 then she can work.

Your wife can be on any visa if she can obtain that visa. If she wants to be on a H1 then she needs to find someone (company) who can spponsor that visa.
It is independant of your F1 visa.
But yes she can be on an H1 and you on an F1.

She is not eligible to work on dependent visa. You have to find some company who can sponser H-1B for her.

Spouse is eligible to work in US. Being on F2 visa, he/she will have to apply for a work authorization permit from the dept of Homeland Security (check out www.uscis.gov).
