masters&Ph.D programmes in USA

Hello,

I am doing my B.Tech in Biotechnology in India.

I heard one can apply for the Ph.D programs directly and revert back to Masters programme and the viceversa.

How far is this true?.And does this apply to the all life sciences courses ?.
