I got J2 dependent visa and would like to work in USA. I heard that one can apply for work permit from india itself before arriving in USA to save time. Please let me know the procedure to apply for work permit. Can i take full time job on J2 visa?

where you heard that? You can only apply for H1 if you have job offer here in US.
