MS in ECE in USA

I am intersted in doing MS in USA and my undergraduate degree is B.E in ECE. I would like to do MS in one of the ECE subjects.

Please advise me on two issues 1) an appropraite speacilisation for MS and PhD
2)a list of universities that I can apply.
My scores: TOEFL 286 and GRE 1401
