There is a proposal to split ICC in two segments.

The first segment of ICC will control the following countries
Australian
Pakistan
England
South Africa
New Zealand
West Indies
Sri Lanka

The other organisation will control

India
Holland
Zimbabwe
Bangladesh
Canada
Bermuda

and any other nation joining cricket

ICC - Segment 1 countries will play only amongst themselves and NOT against ICC segment 2 countries.

There will be 2 separate World Cups also.

This way we should be able to win both Tests and World Cups.
