Equal representation in Indian Cricket team

Why can't we make sure that players from all states are given equal representation in Indian Cricket team. I don;t think it is happening right now.

I know a dude (just kidding!!) from Lakshdweep who ll miss 99 out of 100 deliveries but would hit a six in the only ball that he connects. Surely he should qualify to be in the Indian team on quota!!
