There seems to be a gross miunderstanding on your part. The indexes given to the team are subject to change depending on whether they progress to the Super 8s or not. If Australia is going to lose all its matches in the first phase, it, obviously, will not qualify in which case, the team that stands the second in that group will qualify and it will be indexed A1 and SAF (if it qualifies) will remain A2.
There seems to be so much ado about the prescribed schedule of the fixtures. I dont see anything wrong in such a format. It is a world cup and that requires more teams must participate. Cricket does not have much popularity in parts of the world such as the USA, and Africas. It is only through these major tournaments that ICC can launch a campaign to broaden the scope of the game in terms of countries participating.
It is also necessary that a major event like the World Cup must be invigorating in the matches played. In order to strike a balance between the two criterion, the ICC has judiciously planned the format of the tournament and it is a resultant of this that the matches became pre-fixed.
Authors of articles would better be advised to understand and learn about what they are writing and more so when it comes to issues like cricket that is being followed in all nuances by most.
