Why punish the wearer and not the manufacturer?

It is not the question of who wore the saree, but who made it. Was it only one unitary saree, or there are many more in the market? Let us examine this issue closely, and not execute someone for the sake of some pride. How many Union Jacks, Stars and Stripes, have been made into panties and other underwears, and we have not heard any criticism or any outrage over the issue. As someone said on this board, people trample the Indian flag, others while holding commit all sorts of crimes, and yet try to be loyal to the flag. The question is, is the fabric of the country or the fabric of a piece of cloth more important?
