There are a few flowers and a few butterflies in the garden. If each butterfly sits on a flower then one butterfly doesn't get a flower to sit upon, and if two butterflies sits on each flower then one flower is spared being seated upon. So the readers have to guess how many flowers and butterflies are there in that garden.
