You have to comprehend the intricacies of the situation- a large portion of the Central Service (IAS/ IPS/ IRS) officers posted in Rajasthan belong to the Meena community. The Meenas in Rajasthan, though essentially uplifted (as every other family in Meena dominated areas like Bharatpur has atleast one member in the IAS /IPS/ IRS), do not want the Gujjars to get ST status as that would essentially mean that the Meenas would have to share their ill-gotten 9% reserved quota with another powerful social class, at all costs. Since they control a large part of the administration in Rajasthan state and also have many of their clansmen in Central Departments, they are trying their best to prevent the Gujjars from getting the ST status, by being as brutal and ruthless as they can be. I believe, though the ulimate resposibility lies with Vasundhara Raje, much of the killings have occured without her consent (no political leader wants to look like a villian directly in the eyes of his/her voters), with the Meena brigade in the administration proactively ochestrating the killings. The inclusion of Jats, who are a large and more upwardly mobile class than the Gujjars, in the OBC list has queered the pitch for the Gujjars, literally squeezing them out of the quota benefits. SO they want ST status, which the powerful Meena vehemently are resisting.
