That would be the simplest, intelligent and fair thing to do. But know this, given the outlook of the people belonging to those categories, we will be in a state of civil war, because they won't like the removal of "exceptional civil liberties" that they enjoy as of now. We sealed our fate the day such a reform was made in the constitution. What Dr. Ambedkar did was priceless, but then just addressing them as "Harijans" instead of normal people tipped the scale and messed up the whole point of being fair to being overly generous. The propensity of the blunder was further amplified by our "honorable" prime minister V P Singh.
Enforcing reservations is a way of establishing caste system not abolishing it.
