I think this time there should be an UNDERSTANDING between Congress and BJP not to form coalition as neither is allowed to implement policies with JD(s) as partner. The understanding must include the proviso that the winning party will be allowed to rule for full length of time without fear of re-election in the given period as elections are expensive- as people cannot afford elections every few months. That way JD(s) can be kept out of running the state although it is the minority party.
