Some time back in Maharashtra there were a big haul of RDX and other explosives by Pasicha the DGP. But within 2 months the train bombs happend in Mumbai. This seems to be another means of the terorists testing the waters before actually striking with totally different explosives. The intelligence dept. and police need to be more vigilant and notorious neighbourhoods should be patroled and checked for any new faces. I'm sure the Intelligence agencies learning from the past trends.
