My dear, as per law, it is the duty of any cybercafe owner to register the name, start & end time and details including photocopy of photo ID proof of any person who is suppoed to use internet in his cybercafe. Cafe owners don't work by this law as customer would feel irritated on asking such details and would go to some other cafe where it is not being asked. If all the cafe owners follow this practice then user is bound to accept and work as per law. This is the only way to keep track of the persons using IP addresses of people using internet at a specific time.
